Zero Tolerance Towards Ragging

At MAM School of Engineering, we are committed to providing a safe, respectful, inclusive, and student-friendly learning environment where every student can pursue academic excellence with dignity and confidence. The institution follows a Zero Tolerance Policy towards Ragging and strictly complies with the provisions of the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, the All India Council for Technical Education (AICTE) Anti-Ragging Regulations, the Tamil Nadu Prohibition of Ragging Act, 1997, and all subsequent guidelines issued by the Ministry of Education, Government of India, UGC, AICTE, Anna University, and the Government of Tamil Nadu.

The College firmly believes that every student has the right to study in an environment free from fear, intimidation, harassment, humiliation, discrimination, or any form of physical or psychological abuse. Ragging, in any form, is strictly prohibited within the campus, hostels, transportation facilities, sports grounds, cafeterias, and any location connected with the institution.

What is Ragging?

As defined under the UGC Regulations, 2009, ragging includes any act by one or more students that causes or is likely to cause physical or psychological harm, embarrassment, harassment, fear, shame, or intimidation to another student, particularly freshers. Ragging may be committed individually or collectively and includes direct, indirect, verbal, physical, psychological, or online misconduct.

Ragging includes, but is not limited to:

Physical assault or abuse.
Verbal abuse, insults, or offensive language.
Mental harassment, humiliation, or intimidation.
Forcing students to perform embarrassing or degrading acts.
Compelling students to obey unreasonable commands.
Restricting the freedom of movement of students.
Social isolation or exclusion.
Bullying, stalking, or threatening behaviour.
Damage to personal belongings.
Online or cyber ragging through social media, messaging platforms, emails, or other digital media.
Any act affecting the dignity, self-respect, physical well-being, or mental health of another student.

Even an act performed "for fun" or "as an introduction" may amount to ragging if it causes discomfort, fear, humiliation, or harassment

Legal Framework

The institution strictly follows the following statutory provisions:

University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.
AICTE Regulations for Prevention and Prohibition of Ragging in Technical Institutions.
Tamil Nadu Prohibition of Ragging Act, 1997.
Directions issued by the Hon'ble Supreme Court of India for prevention and elimination of ragging.
Guidelines issued by the Ministry of Education, Government of India.

Under these regulations, ragging is treated as a serious misconduct as well as, where applicable, a criminal offence.

Objectives of the Anti-Ragging Policy

The institution aims to:

Create a safe and welcoming environment for every student.
Protect the dignity and rights of all students.
Prevent every form of ragging within and outside the campus.
Promote mutual respect, discipline, and ethical behaviour.
Encourage healthy interaction between senior and junior students.
Ensure prompt reporting and immediate action against any incident.
Provide counselling and support to affected students.
Create awareness regarding the legal consequences of ragging.

Anti-Ragging Squad

The College constitutes an Anti-Ragging Committee in accordance with UGC and AICTE regulations. The Committee is headed by the Principal.

Preventive Measures

To ensure a ragging-free campus, the institution undertakes several preventive initiatives, including:

Orientation programmes for newly admitted students.
Awareness sessions on anti-ragging laws and student responsibilities.
Separate interaction programmes for freshers and senior students.
Display of anti-ragging posters and warning notices across the campus.
Continuous monitoring of hostels and common areas.
Faculty mentoring and student counselling.
CCTV surveillance at strategic locations.
Regular meetings of Anti-Ragging Committee and Squad.
Anonymous complaint reporting mechanism.
Close coordination with hostel wardens and student mentors.

Students and parents are also informed about the institution's anti-ragging policy during admission.

Student Responsibilities

Every student shall:

Treat fellow students with dignity and respect.
Maintain discipline and ethical conduct.
Refrain from participating in or encouraging ragging.
Immediately report any incident of ragging.
Cooperate during inquiries.
Respect institutional rules and regulations.

Silence or failure to report ragging may also be viewed seriously if it amounts to aiding or concealing misconduct.

Parent Responsibilities

Parents and guardians are expected to:

Educate their wards about the harmful effects and legal consequences of ragging.
Encourage them to maintain discipline and respect fellow students.
Cooperate with the institution in promoting a safe campus environment.
Submit the mandatory Anti-Ragging Undertaking during admission wherever applicable.

Punishment for Ragging

Any student found guilty of ragging shall face disciplinary action as prescribed under UGC Regulations, AICTE guidelines, and the Tamil Nadu Prohibition of Ragging Act. Depending on the severity of the offence, one or more of the following actions may be taken:

Warning or written apology.
Suspension from classes.
Debarring from examinations.
Cancellation of scholarships or fellowships.
Suspension from hostel.
Withholding of academic results.
Debarring from placement and campus recruitment.
Rustication from the institution.
Expulsion from the institution.
Cancellation of admission.
Filing of a police complaint and initiation of criminal proceedings wherever required.

The institution reserves the right to impose appropriate disciplinary measures after following due process in accordance with applicable laws and regulations.

Reporting Ragging

Students are encouraged to report incidents of ragging immediately to:

Principal
Anti-Ragging Committee
Anti-Ragging Squad
Head of the Department
Faculty Mentor
Hostel Warden
Student Counsellor

Every complaint will be treated confidentially, investigated promptly, and appropriate action will be taken without delay.

Students may also report incidents through the National Anti-Ragging Helpline and the online anti-ragging portal established under the UGC Regulations.
